[gnutls-devel] GnuTLS | WIP: src: args-std.def: substitute variables using configure (!793)

[Development of GNU's TLS library]

Marked as WIP for now. Indeed it's mostly the same as !754. Strange that I've missed it. I have a quick and dirty fix for Autogen requirement -- to add `args-std.def` file temporarily to regenrate args files. However I'd like to reshuffle those bits a bit:
merge `dist-hook` with part of `files-update` to let Make take care about dependencies/updating files.
