[gnutls-devel] GnuTLS | Add support for Guile 3.0 (!1020)

[Development of GNU's TLS library]

I have removed `guile-devel` (2.0) from the [fedora30 image](https://gitlab.com/gnutls/build-images). Though I'm not sure what we should be testing compilation against. In fedora there are no packages that depend on guile2.2, all depend on 2.0, though for gnutls' `make dist` we require the 2.2 version. Ludo any suggestion?
